As described in the tender document ImagiSANCO understands that the DG SANCO pursue two basic goals:
- Get the impact information, that's audience data, achieved by the different audiovisual productions. This could include TV audience data (rating 000's, rating %, share; data by targets...), as well as Internet audience data (in case these productions are distributed via Internet) and DVD distribution data (in case DVD's are sold or distributed).

- - Get the information of the distribution generated and the resulting media reaction. This includes items such as reporting media which got the information provided by the Contractor Authorities and following the reaction to the information delivered or the audiovisual production broadcast. In other words, if a production of 'Lot 3' is aired by a TV channel, the task would be to research the media reaction: see if the broadcast was announced in the media, and, if the programme generated any related articles in Press, Internet, or even comments in radio and TV, and so on.
There are several challenges and obstacles this work implies some of them we can enumerate:
- Need to make an extensive research in order to find the desired data.
- Broad country spectrum, which obliges to work with different cultures, procedures and standards. EURODATA TV (MÉDIAMÉTRIE) works across 80. countries including all EU Member States.
- Limited availability of audience data (for example, the minute by minute information of a specific new in a news programme could eventually not be delivered or found by the provider).
- For an optimum workflow in terms of efficiency and cost, the following information per programs needs to be available in advance to track DG SANCO's audiovisual products: Local title, time, channels and dates of broadcast.
- For an optimum workflow in terms of efficiency and cost, the following information per spot or promotional clip needs to be available in advance to track DG SANCO´s audiovisual products: period of broadcast, periodicity, channels of broadcast, schedules.
- The programs must be broadcast on any of the TV's channels available to EURODATA TV (MÉDIAMÉTRIE) and measured by the people meters of each country.
In order to limit and soften al least some of these obstacles, some work can be done by the IMAGINA as a distributor by collating data on the channel, programme, date and hour of the broadcast. This information to be provided by the TV Channels is important help to minimize additional and unnecessary procedures.
Within ImagiSANCO, consortium partners IMAGINA and EURODATA TV (MÉDIAMÉTRIE) provide a seamless integration of impact measurement with other audiovisual services which guarantees accurate, relevant and comprehensive media monitoring for DG SANCO across all EU Member states and beyond. IMAGINA, through a dedicated division with over 20 staff, has had a yearlong cooperation on media monitoring with EURODATA TV (MÉDIAMÉTRIE).
EURODATA TV (MÉDIAMÉTRIE) offers many standard media monitoring reports capturing different information on audience data and media impact, as well as ad-hoc studies which can be totally customized to DG SANCO's needs.
EURODATA TV (MÉDIAMÉTRIE) offers the most extensive coverage of TV monitoring available, including 2.000 different TV channels in 80 different countries. This includes all countries and their TV channels relevant to DG SANCO for this tender. The extensive list of channels monitored can be found in Annex 1.2.
